Fencing still stands around the mobile homes at Bella Vista on May 14, 2014 in Evans, Colo. The fencing is to keep potential looters out and to keep people at a safe distance as crews continue remove homes and debris from the park. Health officials in February warned that trash, old food, and household cleaning products left behind in the flood debris would cause problems once the weather warmed. But before the cleanup could start, the park owners had to figure out how to pay for the work and how they could legally remove the damaged trailers that were owned by their tenants.
