ASSOCIATED PRESS People from Ocracoke Island arrive at Cape Hatteras ferry terminal in North Carolina on Wednesday. Evacuations began on the island as Hurricane Irene strengthened to a major Category 3 storm over the Bahamas. Irene could be upgraded to Category 4 with winds of at least 131 mph by Thursday while it approaches the East Coast.
