Alexander lived on the streets for more than two years, but since 2005, he's slept in his own apartment. A case manager visits him once a month, helping him set goals. Knowing he has a safe place to return at night helps Alexander focus on taking his medications and staying out of the emergency room. Illinois Gov. Pat Quinn's administration is making a pitch seeking more federal dollars for an experiment with housing as health care. Federal rules don't allow states to use federal Medicaid money for housing. But states can seek permission to try new approaches through what's called a demonstration waiver. Illinois plans to submit its proposal to federal Medicaid officials Feb. 7.
