FILE- In this Sept. 10, 2014 file photo, a woman and child are escorted to a van by detention facility guards inside the Artesia Family Residential Center, a federal detention facility for undocumented immigrant mothers and children in Artesia, N.M, A surge of cases involving immigrants from Central America has backed up federal courts and U.S. Immigration and Customs Enforcement. The cases have been moved to Denver by judges in Arlington, Va. Officials say it makes more sense to hold the proceedings in the same time zone as the detention center. Hearings are being held by video from Artesia, N.M. starting on Monday, Sept. 29. (AP Photo/Juan Carlos Llorca, File)

FILE - This Jan. 28, 2014 file photo shows Supreme Court Chief Justice John Roberts in the House chamber on Capitol Hill waiting for the President's State of the Union address to begin. Roberts is beginning his 10th year at the head of the Supreme Court, and the fifth with the same lineup of justices. He has been part of a five-justice conservative majority that has rolled back campaign finance limits, upheld abortion restrictions and been generally skeptical of the consideration of race in public life. But his court has taken a different path in cases involving gay and lesbian Americans, despite the chief justice's opposition most of the time. (AP Photo/Larry Downing, Pool)

Speed Traps Ticket Quota.JPEG-02653.jpg
Police cars are parked in front of the Waldo Police Department in Waldo, Fla., Thursday Oct. 2, 2014. The tiny north Florida town known nationally as a speed trap decided on Tuesday, Sept. 30, 2014, to officially dismantle its police force. The move came weeks after the police chief and interim chief resigned due to state investigations into ticket quotas, mishandling of evidence and other issues. The Alachua County Sheriff’s Office is now in charge of policing the town of 1,000, leaving some citizens worried that the speeding problem will worsen, and that criminals will feel like they have carte blanche.
