President Obama, accompanied by Vice President Joseph R. Biden, welcomed children who wrote about gun violence. After the deadly shooting sprees at a Newtown, Conn., elementary school and an Aurora, Colo., movie theater, Mr. Obama said he would take every step possible to stop such tragedies. Prosecutions of gun violations, however, have declined during his administration.
