Arlington County Police Department told several outlets that officers arrested Alexeyev after a witness saw a “physical altercation” outside of a business on Clarendon Road around 3:30 a.m. on Saturday.

ACPD initiated a vehicle stop but alleges that Mr. Jones accelerated in an attempt to flee, ramming an occupied cop car that itself nearly struck an ACPD officer who was at the scene on foot.
Mr. Jones then tried to leave the parking garage and officers tried to stop the car again, issuing commands for Mr. Jones and his companion.
