Does the ‘War on Drugs’ mean combat troops in South America?

You will remember the Reagans declaring a war on drugs. It meant something different then than it does now. We have talked about whether or not we are declaring war on Venezuela in the current day because of their export of drugs. We see drug boats - we are told they are drug boats - being blown up. We see the president saying, “If you’re trying to bring drugs into America, we’re going to kill you.” Is it the right approach? And could this pull us into an honest-to-God traditional war?
