One solution to gerrymandering is at-large election of representatives. Reduce constituencies to 60,000 citizens and, based on the state’s population, determine state representation. Allow proportional voting (i.e., if a state has 50 representatives, the voter gets 50 votes to apportion to one, all or some combination of candidates).  That way, less popular positions will have a fair shot at representation.
 
This will result in over 5,000 representatives in Congress. Provide each office with a  $1million budget for salaries, staff, offices and constituent services. With that many representatives, the cost of lobbying to subvert the will of the people will increase tenfold as K Street needs to persuade 2,500, not 250, prima donnas to support its legislative scams.

This should discourage all but the boldest of con men and weliminate all the gerrymandering shenanigans.
