President-elect Donald Trump must end yo-yo government.

For example, he closed the border by executive order, only to have it opened by President Biden when the latter revoked those executive orders. Now that Mr. Trump will have a Republican Senate (and likely a Republican House, too) coupled with a clear mandate, he must implement policies that secure the border, reverse constraints on energy exploration and more — by law.

Yo-yo government was started by President Barack Obama when he expanded into a scofflaw government made possible by executive orders and regulations. Stop it by implementing policy in law.
