California, in violation of the Constitution’s Article 1 commerce clause, is now banning independent truckers from receiving equal access to interstate commerce in the state.

There is no power delegated to the state anywhere in the U.S. or California constitutions to perform this act. What are the substantive and concrete conditions requiring this regulation the state has no power to make?
