OPINION:
There are several national lotteries internationally. The Irish government authorized the Irish Sweepstakes in 1930 to benefit hospitals. The Australian lotteries go to many social programs. The Canadian lottery does the same. Good causes across Europe benefit from EuroMillions.
The U.S. has one course of income: Taxes. We need a national lottery to remove social programs from our tax base. This lottery would be available worldwide and in all states that allow lotteries.
My idea of this lottery would be a $10 ticket. A participant could buy a $1 ticket for a one-in-10 chance of the grand prize; a $10 ticket would win the full prize. The lottery would run for a week and be drawn on a Saturday.
Run this lottery for a year to build a bank. Disburse the funds at the end of the year. This bank would not be in the red. After disbursing, begin to replenish the bank.
Payout of the lottery winnings would open an account in a major U.S. bank. The winner could draw a limited amount, say $10,000 a year, to their national country, or use all funds when visiting the U.S. Online shopping would be available. These deposits would create investment incomes, too.
This lottery would create new jobs and banking investment from winnings. Accounts would also add to investment monies.
