Rep. Joe Crowley said Thursday that he will not support the spending bill, and that Democrats will not whip votes on the issue.

“Our side is not formally whipping on this,” the New York Democrat said on CNN. “I think the process is broken. I think this is no way to run a government. We’re ballooning this debt without paying for it.”

Mr. Crowley, chair of the House Democratic Caucus, said he’s not formally lobbying his caucus against the bill, but he is “having conversations” with them about why he feels this way.

House Democrats have said the budget is fiscally irresponsible, while House Minority Leader Nancy Pelosi said that she will withhold her caucus’s support if there is no floor debate on Dreamers. House Speaker Paul Ryan said the budget, which was reached on a bipartisan level in the Senate, will pass if Democrats are on board.

A vote in the House is expected later Thursday.
