BATON ROUGE, La. (AP) - The House Education Committee stalled a bill that would favor higher-performing and poorer students if the TOPS college tuition program isn’t fully funded. But the panel approved a proposal that would boost the grade point average required for future high school students to be eligible for TOPS awards.
