LOS ANGELES (AP) - Los Angeles has decided to allow emergency homeless shelters to stay open year-round instead of just during winter as the city copes with a soaring population living on the street.

The Los Angeles Daily News (https://bit.ly/2nkPdRq ) says the City Council voted Tuesday to relax restrictions for setting up emergency shelters.

The old rules said the city could declare a shelter crisis - which allows nonprofit groups to open emergency housing - only from November to March, only at night, and only for 120 days at a time.



The current shelter crisis period ends Friday.

The new changes allow the city to declare a 365-day crisis, permit day-time operations and add churches and other religious institutions to the list of groups that can set up the shelters.
