ATLANTA — The first round of voting for Democratic National Committee chair ended in a stalemate, with former Labor Secretary Tom Perez falling a single vote shy of winning the spot and becoming the first Latino leader of the party.

Of the 427 votes cast by DNC members, Mr. Perez received 213.5 of the 214.5 votes needed to win. Rep. Keith Ellison finished second with 200 votes.

Sally Boynton Brown, executive director for the Idaho Democrats, received 12 votes, while South Bend, Ind., Mayor Pete Buttigieg, who withdrew his name from consideration minutes before the election received a single vote.



Sam Ronan, an Air Force veteran, Jehmu Greene, a former Fox News commentator and Peter Perkowski, a lawyer, did not receive a single vote and announced they were ending their campaigns.

Mr. Ronan and Mr. Perkowski threw their support behind Mr. Ellison, while Mrs. Greene endorsed Mr. Perez.
