CASPER, Wyo. (AP) - A former Wyoming Highway Patrol trooper has appealed the 15-year prison sentence he received in 2009.

KTWO Radio in Casper reports (https://bit.ly/2wTGApo ) that 50-year-old Franklin Ryle filed his appeal recently in U.S. District Court.

Ryle was sent to prison after pleading guilty to violating the civil rights of a Wal-Mart trucker he kidnapped in January 2009.



In the appeal, Ryle’s attorney, Michael Stulken of Green River, contends that the appeal wasn’t filed sooner because of a number of factors, including Ryle’s initial attorneys failing to appeal the sentence, Ryle’s incarceration far from family and a reduced mental state from depression and post-traumatic stress disorder.
