NEW YORK (AP) - Prosecutors say an off-duty New York City police detective was under the influence of alcohol when he was involved in a fatal collision.

Queens District Attorney Richard A. Brown said Wednesday that Neville Smith now faces charges that include vehicular manslaughter and criminally negligent homicide.

Twenty-two-year-old Vanessa Raghubar (RAH’-goo-bahr) died Monday, a day after her car was rear-ended on the Van Wyck Expressway. Her sister also was badly injured.



Smith’s attorney did not immediately respond to a comment request.
