President Obama signed a short-term spending measure Thursday afternoon to keep the government funded through Dec. 9, averting a potential shutdown that would have occurred Friday.

Mr. Obama signed the measure, which extends current spending levels for most of the government, before departing Washington for Israel to attend the funeral of former Israeli President Shimon Peres.

Congress approved the bill on Wednesday before leaving town to campaign through the election six weeks away.

The legislation includes $1.1 billion for fighting the Zika virus, $400 million of which will be offset. It also includes $500 million in extra spending for flood relief in Louisiana and other states.
