ROCKVILLE, Md. (AP) - A Montgomery County Council panel is holding work sessions on a proposed special appropriation of $8 million to expand the current road resurfacing program and to install solar panels at county agency facilities.

The council’s Transportation, Infrastructure, Energy and Environment Committee is scheduled to meet Thursday.

The county’s charter states that a special appropriation is needed in order to meet an unforeseen disaster or other emergency or to act without delay in the public interest.



A special appropriation must be approved by at least six councilmembers.
