Vice President Joseph R. Biden isn’t campaigning in Iowa against Hillary Rodham Clinton, but he’s not above making an impromptu phone call to the key caucus state.

Mr. Biden was mingling with guests during an event on the South Lawn of the White House Thursday when Elizabeth Welke of Shenandoah, Iowa, asked the vice president if he would talk on the phone with her husband, Brian, back home.

The vice president agreed, taking the woman’s cell phone and placing the call.



Mrs. Welke said later that when her husband answered, thinking the call was from her, he greeted Mr. Biden with “hi, beautiful!”

Mr. Biden spoke to Mr. Welke for a minute or so, telling him that he “married up.”

No word on whether Mr. Biden, who hasn’t ruled out a bid for president in 2016, asked the man for his vote.
