HOUSTON (AP) - Houston police say a man sought in a drunken driving-related death after being freed from jail following the accident has been arrested in Arizona while trying to cross into Mexico.
The Houston Chronicle (https://bit.ly/1mEVzFP ) reports police say 26-year-old Florian Quintanilla-Riva was arrested Sunday by agents with the U.S. Customs and Border Patrol. Quintanilla-Riva is charged with intoxication manslaughter in the death of 79-year-old Steven Ellis James. He awaits extradition to Texas.
His case prompted police to open an internal affairs investigation to look into an apparent delay in bringing charges that allowed him to walk out of a city jail.
He was released from jail several days after the wreck on April 4. Prosecutors said police didn’t forward information to the Harris County District Attorney’s Office needed to file charges.
