BELLEVUE, Wash. (AP) - Three homes were flooded when a 6-inch water man broke about 3 a.m. Wednesday morning in Bellevue.

The city says 23 homes in the Surrey Downs neighborhood are without water.

The city expects to replace 18 feet of water main and restore service by the end of the day.
