BIRMINGHAM, Ala. (AP) - A former administrator of the Clay County Detention Center has pleaded guilty to violating the civil rights of inmates by using his authority to sexually abuse them.
Federal prosecutors said 48-year-old Jeffrey Scott Cotney of Ashland pleaded guilty Wednesday to four counts involving three inmates.
Prosecutors said he admitted coercing one inmate to submit to sexual acts on four occasions, including three times at Cotney’s home. He acknowledged forcing one inmate to submit to a strip search with no justification, and he admitted having another inmate remove his clothing and then touching him inappropriately.
Cotney faces a year on prison on each count when he is sentenced May 27.
