BIRMINGHAM, Ala. (AP) - Federal prosecutors say an ex-Clay County jail administrator has pleaded guilty to sexually abusing inmates.
Officials say 48-year-old Jeffrey Scott Cotney, of Ashland, entered his plea Wednesday.
Cotney admitted to coercing an inmate into sex acts four times, forcing a second inmate to submit to an unjustified strip search and repeatedly groping a third inmate.
Cotney also admitted to falsely accusing a fourth inmate of having contraband, having him put on lockdown for 45 days and having the man transferred to state prison because he turned down sexual propositions.
Cotney’s sentencing is set for May 27.
