A harsh Justice Department report released Thursday faulted Albuquerque police for a pattern of excessive force. It called for the police to overhaul its internal affairs unit and change policies on deadly encounters. Officers with the department have shot at 37 men since 2010 and killed 23, according to the Albuquerque Journal.
