RACINE, Wis. (AP) - Racine police have made an arrest in the fatal shooting of a young father who had hoped to become an entrepreneur.
Twenty-one-year-old Dulonden Ratliff was killed early Saturday during a night out with his sister and a friend. Ratliff’s sister, Veronica Vargas, says the friend exchanged some words with some guys on Main Street. Vargas says they punched her in the eye and shot her brother.

The victim’s aunt, Kristal Ratliff, says her nephew recently became a new father. His girlfriend, Oksana Pohlson, says Dulonden had a passion for cutting hair and hoped to open his own salon.
