The secretary of the Navy, an Obama appointee with complete authority to choose the NCIS director, turned to ATF agent Andrew Traver, who took the reins of NCIS on Monday. Mr. Traver was twice President Obama’s choice for director of the Bureau of Alcohol, Tobacco, Firearms and Explosives, but he did not receive the required Senate confirmation. So, despite the many NCIS agents who are willing, desirous and capable of leading NCIS, politics have prevailed.
