OPINION:
Beginning Nov. 1, 2012, we will no longer be able to purchase U.S. Savings Bonds as gifts for minors because it will only be possible to purchase them online, through a Treasury Direct account.
Some will open an account in spite of the very detailed personal information required, but they still will not be able to purchase gift bonds unless the parents or guardians of the intended recipients open accounts for themselves and then link the minor to a subaccount.
Unfortunately, some of the gift givers and most of the gift-receiving guardians will surely find this all too difficult to do, and some may also not have Internet access.
