A Northwest Washington man has been indicted on 24 charges in connection with an attack last fall in which authorities say he killed his 13-year-old daughter and wounded two other people, U.S. Attorney Ronald C. Machen Jr. said Wednesday.
The grand jury indictment in D.C. Superior Court against Robert Carter, 40, includes one count of first-degree premeditated murder while armed in connection with the Oct. 29, 2010, death of his daughter, Angel Morse. She was shot in the head and found inside her residence in the 500 block of Madison Street Northwest.
Mr. Carter was also charged with six counts of kidnapping while armed and two counts of assault with intent to kill while armed. Authorities say he held six family members and acquaintances against their will inside the house, before shooting and wounding his long-time girlfriend and her 11-year-old son.
The indictment also includes charges in connection with Mr. Carter stealing a car in the aftermath of the shootings.
Prosecutors say he abandoned the stolen vehicle in order to carjack a MetroAccess sedan, taking control of that car with an 84-year-old passenger inside. That passenger was eventually released unharmed. Authorities say Mr. Carter led city police on a chase into Prince George’s County, where he crashed the MetroAccess car into a building in Capitol Heights.
If convicted of the charges in the indictment, Mr. Carter faces a maximum of life in prison.
