Al-Jabouri said an investigation is underway into the attack on the Sunni mosque in Imam Wais village, northeast of Baghdad. If the attack proves to have been carried out by Shiite militiamen it would deal a major blow to prime minister-designate Haider al-Abadi efforts to reach out to the country's Sunni minority, whose grievances are seen as fueling the Islamic State insurgency.
