Dickey, who stores a packet of free bus passes in his car, offered the man free bus passes. The man accepted the passes then proposed that Deputy Dickey give him a ride to the bank. Deputy Dickey complied and drove him to the bank where he could withdraw money.(Pete Caster/The Chronicle via AP)
