Restaurant manager Lori Pack stands at the counter of Linda's Soda Bar and Grill in Yuba City, Calif., Thursday, July 9, 2020. Sutter County was one of the first counties to reopen its economy when it defied Gov. Gavin Newsom's stay-at-home order in May to allow restaurants, hair salons, gyms and shopping malls to reopen. But Thursday, the county was added to a state watch list because of its rising number of coronavirus cases and hospitalizations. That will eventually trigger another round of restrictions, forcing bars to close and indoor operations to cease at restaurants and other public places for three weeks. Pack says the restaurant tried takeout-only service for three weeks earlier this year during the coronavirus pandemic. But she said it was "just not sustainable." (AP Photo/Adam Beam)
