Grace Starling, center, a law student at Georgia State University, activist and sexual assault victim, wipes away tears after her father Kenneth Starling, left, testified before a Georgia Senate subcommittee on a bill overhauling colleges' disciplinary hearings on sexual violence in Atlanta, Tuesday, March 21, 2017. The subcommittee heard more than an hour of testimony Tuesday on the bill but didn't vote. Opponents say it will discourage victims from coming forward. The bill's sponsor, Georgia Rep. Earl Ehrhart, R-Powder Springs, says it will protect the rights of accused students. (AP Photo/David Goldman)
