Oral arguments are scheduled Tuesday, Feb. 27, 2018 in Lozman's lawsuit against the City of Riviera Beach, Fla. Lozman contends he was wrongly prevented from speaking at a 2006 city council meeting through an arrest on bogus charges that were later dropped. The legal battle centers on whether police can use probable cause to defeat a claim under the First Amendment that an arrest was made for retaliation or to stifle a person's right to speak.
