The Mergentheimers adopted Rebecca with the assistance of the A.M.T. Children of Hope Foundation's Baby Safe Haven program. The program encourages mothers of children unwilling or unable to care for their infants to relinquish their children at safe places like fire houses or police stations, or make arrangements with the organization to turn the children over after giving birth at a hospital. The organization then works with social services agencies to arrange for the care and eventual adoption of the children. (AP Photo/Frank Eltman)
