The payment is the latest development in the abduction saga that began in December 2015. The payment, on file with the U.S. government, suggests Qatar's government is trying to be as transparent as it can in the hostage negotiation after earlier facing allegations it funded extremists.(AP Photo/Hussein Malla, File)
