FILE - In this Nov. 15, 2015, file photo, Geri Huser, chairwoman of the Iowa Utilities Board, speaks during a hearing on the Dakota Access pipeline in Boone, Iowa. Huser has improperly mixed her state job with a personal law practice she runs, inadvertently using her government email for some private business and claiming sick leave on a day when she attended a court hearing. Documents obtained by The Associated Press under the open records law reveal that Huser used her state email this year to send messages to colleagues at her law firm.
