For years the utility that supplies drinking water to the state's capital city has spent millions of dollars to rid its water supply of pollutants that run off farm fields. Exasperated Des Moines Water Works officials filed a lawsuit to force the agricultural counties to clamp down on the runoff. But Iowa's Republican controlled legislature, strongly influenced by the farm lobby, is working on a bill to dissolve the utility, effectively killing the lawsuit. (AP Photo/Charlie Neibergall, File)
