Fred Blackwell, Oakland's new city administrator, poses for a photo at City Hall in Oakland on March 26, 2014. Blackwell, Oakland's top non-elected city official said he is resigning after only one month on the job for a new position in San Francisco. Blackwell says he is leaving to become the CEO of the nonprofit San Francisco Foundation, which grants tens of millions of dollars annually to community organizations across the Bay Area. The 44-year-old Blackwell says the San Francisco job was too good to pass up. He will continue his current job in Oakland through mid-June as Mayor Jean Quan will replace him on an interim basis with Henry Gardner, who was Oakland's city manager from 1981 to 1993.
