FILE- In this March 6, 2014 file photo, New York Archbishop, Cardinal Timothy Dolan, left, and New York City Mayor Bill de Blasio, talk with pupils of a pre-kindergarten class at the Catherine Corry Academy in the Saint Francis of Assisi School in New York. The mayor wants to see universal pre-k established in New York City and he is adamant that funding should come from increased taxes on the city’s wealthy residents. If he succeeds in bringing universal pre-k to New York City but the funding comes from a different source, it will be hard for de Blasio to claim it as a victory.
