Hamilton said he found "red flags" when he inspected the cargo ship Gallia Graeca as it arrived in Seattle in October 2015, leading to an investigation that found the ship had dumped 5,000 gallons of oily bilge water in the high seas and falsified records in an effort to cover it up. A federal judge on Friday ordered the companies that own and operate the vessel to pay $1.5 million. (AP Photo/Gene Johnson)
