An intentionally vague bill introduced by Rave with the intention of overhauling it later in the session has taken an unusual journey through the Legislature _ it was co-opted by another legislator in the process. The increased use of these empty or "vehicle" bills has drawn criticism from the South Dakota Newspaper Association and others for circumventing the usual legislative process.
