Connecticut state Rep. Angel Arce, second from right rear, testifies before a state crime records task force Wednesday, Sept. 18, 2013, in Hartford, Conn. Arces' father died after a hit-and-run accident in 2008 that was caught on surveillance video. Arce said he was upset that videos of the accident are all over the Internet and urged the panel to consider victims' privacy when deciding when to release records. The Task Force on Victim Privacy and the Public's Right to Know was set up in response to public records requests related to the Newtown school shootings that killed 20 first-graders and six adults in December.
