FILE -- In this Jan. 25, 2013, file photo, a spill response team wraps a second boom around two old steel ships that sank while moored at Mason Marine Services on the Hylebos Waterway in Tacoma, Wash. The Golden West, left, was a fishing boat and the Helena Star was a small cargo and passenger ship. State law requires owners of abandoned or derelict vessels to pay the full costs of removing or disposing of the problem boats, but owners seldom do. Since the Department of Natural Resources began a program to rid state waters of potentially dangerous vessels in 2003, boat owners have only repaid about $28,000 of the total $8.3 million owed in the past decade, according to agency records.
