Illinois Rep. David Harris, R-Mount Prospect, speaks to lawmakers during a committee hearing at the Illinois State Capitol Wednesday, May 14, 2014, in Springfield, Ill. As they craft their own state budget proposal, lawmakers face a number of options in how to proceed while Democratic leaders are still trying to wrangle the votes for the extension of an income tax hike needed to fund it. Some believe the proposal, to be discussed in several committees, could pressure some lawmakers to vote for the tax extension. Others have suggested a settling for a half-year budget, which would put off the tax vote until after the November election, but that would create problems for those trying to run agencies.
