FILE - In this 1994 file photo, Theodore Glenn Williams is shown at a hearing in Grand Haven, Mich. Williams, who has spent most of his life in psychiatric hospitals after strangling two western Michigan girls in the 1960s, is asking a western Michigan judge to give him a chance at freedom under a law that was repealed in the 1960s but still applies to him. Williams, now 75, has the right to ask an Allegan County judge to hold a jury trial to determine if he's no longer a threat to society. He plans to make that request again Wednesday, April 2, 2014, although many previous requests have been turned down. (AP Photo/The Grand Rapids Press, file)
